Failed PA Inspection: What to Do Next
A rejection means specific items did not meet the standard on the day the vehicle was inspected. It does not mean the whole vehicle is condemned. What a rejection actually says about your vehicle
An inspection is a checklist with defined standards, so a rejection is specific. It names the items that missed the standard; everything else that was checked passed. The report you were given is therefore the real scope. Ask for the failed item, the standard it missed, and the measurement behind it. If those cannot be explained plainly, that alone is a reason to get a second look.
Safety items and emissions items go down different paths
The safety inspection and the emissions test are two separate checks, and a vehicle can pass one while failing the other. A safety failure is a physical condition measured against a standard, and generally it has to be corrected before the vehicle can pass. An emissions failure on a modern vehicle is usually read electronically through the OBD-II port rather than from the tailpipe.
When the check-engine light is the reason
If the emissions portion is what failed, the most common reason is a check-engine light that was on when the vehicle arrived. An illuminated light fails the emissions portion regardless of how the vehicle drives, and clearing the code is not a repair — the fault the light reported still has to be found. That is diagnostic work, not inspection work.

Monitors not ready is not the same as a failure
Sometimes nothing failed and the test could not be completed. Modern vehicles run self-checks, called readiness monitors, as they are driven. If the battery was recently disconnected or the codes cleared, those monitors reset, and the vehicle may not have completed enough driving for them to report. That is not a fault diagnosis. Ask which monitors are incomplete so you know what you are waiting on.

Is it safe to drive on a rejection?
That depends on what failed, and it is not a question to answer casually. Brake, steering, suspension, and tire failures change how a vehicle behaves in the moment you need it most. An emissions failure does not usually change how the vehicle handles, though a flashing check-engine light is its own warning. Whether you may legally drive it is a matter between you and law enforcement. If you are unsure, call and describe what the paperwork says.
